email newsletter looks different in Outlook 2003 & Outlook 2007

I have designed an email newsletter in dreamweaver, I have sent a test of the newsletter and it shows up fine in Outlook 2003, but not in Outlook 2007.

In outlook 2003 everything looks fine, banner & body is in place. However, in Outlook 2007 there is a huge gap between the banner and the body.

Any idea as to why that happens?

Essentially it's because Outlook 2007 is completely pants for rendering emails - it uses MS Word as its rendering engine (whereas 2003 used Internet Explorer). This results in some common html style tags such as margin, padding and others not to display correctly.
