We have a registration form, where users can sign up and be added to a CM database. This works fine.
However, the way the registration form works is that when it is filled in, an administrator gets a notification email. The user at this time is classified as a "pending registration".
The administrator can then approve or disapprove registration. If the user is approved then they need to be changed from "pending" to "approved" within the database.
If the user is disapproved then the user needs to remain "pending"
This will allow emails to be sent to all users, "pending" or "approved".
Hopefully this makes sense...

If its any help, the website is built using asp.NET and all registrations are entered into an SQL database as well as the CM database.
It sounds like you need to add everyone to your Campaign Monitor list, but with a custom field to maintain status of pending or approved.
Then use the API to re-add particular subscribers with a different status value if they become approved. From Campaign Monitor you'd send to a segment of approved or pending people.
