Using an image as a web version tag.

Please forgive me if this has been answered before - I searched as best I could. 

Is it possible to use an image (jpeg, bmp, gif, png, etc.) and link the <web version> tag to it, such that clicking onto the image will call up the web page?  This would be most useful for a variety of my applications.
