I have a client that needs to send out a one-time advertisement to his subscribers. He doesn't need to add any content. It will just be an HTML page with banner image, some text, and a few small images. I've been using Campaign Monitor for the last year but have been providing templates for my clients. Can I just build a simple HTML page with inline CSS, run it through the SPAM check and send it to his client subscriber database? It will be more of an "eye candy" brochure type of thing.

Just upload the HTML as a standard email with any tokens such as personalisation and you're good to go.
To follow on from Jordan, you can certainly do this - when you setup the campaign, just choose 'html and plain text' instead of picking a template, and you'll be able to import directly.
