Can anyone help me with this?
Your email failed the Outlook 2007 filter with the following reasons (what do they mean):
* administrators (weight: 0.9)
* standards (weight: 0.8)
* support (weight: 0.8)
* specific (weight: 0.7)
* development (weight: 0.7)
Does this mean if I remove (some? all?) of these words that my email campaign will pass Outlook 2007 spam filters? Hard stuff considering I am sending an email to educational administrators. Almost all these words are necessary!

These ones are tricky aren't they! The filters are only an indicator of how your email might fare, since every instance of Outlook has its own filter, and they can be setup differently in different places.
The words listed are obviously ones that have been found in a certain number of spam emails, and so they have some weight when found all together. You might find just removing a couple would help it pass.
I'd suggest testing with a few actual people with Outlook 2007 too, to see if it works for them.
