Will Campaign Monitor allow you to send B2B email in the UK. UK law states that no prior contact is require to send email B2B. However the campaign will contain opt out and all our company details. We want to promote our plumbing business to local businesses.

So you would need to have explicit permission to contact them, in advance. You could gather that by speaking or emailing them individually to ask for permission for example.

Er, so we could email them to ask for permission to email them ... how does that logic work?
As Mat said, if you contact each of them individually, you can ask them for permission to send them regular email updates. Anyone who then gives you explicit permission to send them further emails are fine to contact with Campaign Monitor, on the topic that they've agreed to be emailed about.
Since there's clearly a difference between sending a personal email to each recipient, and adding them to a mailing list, this would be an appropriate way to ask people to opt in. Did that make sense?
