Duplicates when sending a campaign to new subscribers in same list?

Here's the situation. I successfully sent a campaign, which includes an announcement for an event. I now want to send it again to new subscribers. The new subscribers belong to the same single subscriber list that the campaign was originally sent to. If I send the campaign again, will Campaign Monitor send it only to the subscribers that have not seen it yet, or will  everyone get the second send, meaning the subscribers who saw the earlier email will receive it a second time?

The closest mention I could find in the Help/Faqs was when you send to multiple lists with duplicate subscribers. It says Campaign Monitor will resolve the duplicates and they will only receive the email once. But I can't find how Campaign Monitor will resolve a campaign sent to the same list twice when the number of subscribers has changed.

Or am I going about this the wrong way? Thanks for any insight!

Ahhh...segments. I see. I'll just make one for people who subscribed after a certain date. Thank you for your help!
