CM acting INCONSISTENT w/ client API ID & List ID?

I have a client who created multiple client accounts and is using the Flash API with a subscriber form. However, using the API ID and LIST ID doesn't add any subscribers. But when I test the form with another account that only has one client, it works fine. Would anyone know why this would be the case? If so, please help, as it's already become a time sink.

I was able to get it to work in Flash with AS3, but needed to use the Primary Account Holder's API Key and then the Clients' List ID. It works for this particular client since he owns all the individual client accounts, but definitely confusing and not favorable for someone who wants to up-sell to clients.
