API Strange Behavior with a Flash AS2 form

I've been building multiple subscriber forms for a client, two in particular that are done with AS2.

The first one uses the client's API ID & List ID correctly to add subscribers.

The second one did not work unless I used the Primary Account Holder's API ID & the client's List ID.

Why would this require a different combination of IDs?
