Outlook 2007/2010 Text Color Not Repected

I am having trouble getting Outlook 2007 and Outlook 2010 to use the text color I want to use. It seems to be inconsistently for some sections and not others.It is for an editable section on a template. I have tried different things.

At first, I was just using the color style in the <head> CSS, but I added it inline to make sure it was used.  Now in my header, I am not specifying color:

And in the body, I am now using !important and a nested <span> tag and it is still turning out as black text instead of white:

Please help! I have tried everything I can think of to try to make it use the color I want. I was having the problem all over the page but now it is just in the two sections above. In the first section only the H6 text is turning out black, H2 & H4 are the correct color. And in the 2nd section, the H2 text is turning out black.

Thanks in advance for the help! Searching these forums have gotten me out of alot of headaches.
