Horizontal line in a template

I'm trying to get a horizontal line (as a separator) in a template.

I've copied this from one of the Standard CM templates which works fine.

<div style="font-size: 3px; line-height: 3px; background-color: #68121F;" class="separatorbar"></div>
.separatorbar { background-color: #68121F; font-size: 3px; line-height: 3px; }

When I preview the CM template in Outlook - Great - works fine.

When I preview mine, no line, view in browser, no line....

Does anyone have any other examples of having a horizontal line in an email as a divider.
Better still as a whole Layout sections that customers can add in at their discretion.

A variation of this one has worked for me. In this case, the rule is at the to and bottom, but you get the idea... Hope it helps.

<style type="text/css">
.date {
    border-top: 1px solid #CCCCCC;
    border-bottom: 1px solid #CCCCCC;
    padding-top: 5px;
    padding-bottom: 5px;
    text-align: center;
<div class="date"><strong>Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua.</a></span></div>
